Objective: One platform for every clean energy loan program
Green banks and clean energy lenders help homeowners and businesses pay for efficiency upgrades, heat pumps, solar, and other improvements through a network of approved contractors and lending partners. Each program has its own state rules, products, and partners, but underneath they all do the same work: approve contractors, take loan applications, confirm the job was done right, pay everyone, and report on the results.
A clean energy finance organization wanted to offer that as a product: one platform any state program could run on, with its own brand and rules. They asked Web Ascender to design, build, and run it.
What Web Ascender Did
- Multi-tenant SaaS - each state program runs as its own tenant with its own domain, branding, products, and business rules, with separate data per tenant and a configurable rules layer that captures each state’s workflow without forking the code
- New programs, fast - tenant setup and provisioning so a new state program can be launched on the existing platform instead of starting a new build
- Eight roles, one workflow - program admins, contractors, lenders, sponsors, quality assurance inspectors, external reviewers, API users, and super admins, each with its own view and permissions
- The full loan lifecycle - applications, statuses, certificates of completion, disbursements, and loan loss reserve tracking, with automated matching of loans to projects and a diagnostics page that explains every match
- Contractor network management - program applications, licenses, certifications, and insurance, with expiration warnings and jobs blocked until a contractor is compliant, plus ratings, reviews, and an embeddable Find a Contractor map
- Emergency replacements - a fast track for urgent jobs like a failed furnace, with rules that vary by program
- Quality assurance - inspection scheduling, findings, and inspector invoicing
- Lenders and payments - lender rates, monthly lender file imports, integrations with loan origination systems, lender billing, and contractor ACH payment collection
- APIs - REST and GraphQL APIs with token authentication and published documentation for integration partners
- Notifications and discussions - in-app and email notifications, subscriptions and opt-outs, job discussions, and an activity feed
- Accessibility - an audit and remediation to WCAG 2.1 AA
- Security - two-factor authentication, a full audit trail, malware scanning on uploaded documents, server hardening, and automated security scanning
- Reporting - program, contractor, and regulatory reports with CSV, Excel, and JSON exports
- Ongoing product development - monthly releases, framework upgrades, hosting, and prototyping new capabilities such as AI-assisted document processing
The Outcome
Today the platform runs clean energy loan programs in multiple states, each under its own brand, and new programs launch on it without a new build. Web Ascender continues to develop, host, and support it.
